A week ago, China and the Obama administration announced an agreement under which both countries would agree to cut their CO2 emissions over the next 20 years. This marks the first time China has agreed to cooperatively place limits on its own CO2 emissions. China's willingness to cut its own emissions creates a significant change in the political landscape because together China and the U.S. account for 40% of global carbon dioxide emissions. When these two giants are willing to talk turkey on CO2 emissions cuts, that's good news.
